Sorceress-o’-the-Wisp
Tier I
Base Ability: Will-o’-the-Wisp - Faye is able to generate tiny sentient flames called wisps. They orbit around her wherever she may go. With every post, a violet wisp will manifest. Once she collects 3 wisps, they will combust in a 50 foot radius around the sorceress, stunning anything caught in the blast for three posts. They can be destroyed, but doing so will cause an instant stun that will stun for 2 posts.
Base Ability Cooldown: Constant. Building up with each turn.
1st Skill: Faerie Fire – Using one of her wisps, Faye can reveal and highlight hidden objects and enemies around herself within a ten foot radius. This can also reveal weak points on her opponent. The effect lingers for about 2 posts and cannot be dispelled. It does no damage. [Cooldown - 3 posts]
2nd Skill: Dancing Lights – The wisps leave Faye’s side and begin to swirl around in a hypnotic dance, encouraging the enemy to turn their eyes upon them. At this point, they begin to flash with a bright light, blinding the target. This effect lasts for 2 posts. [Cooldown – 3 Posts]
3rd Skill: Wisp Pool – Faye gains another max mana pool. [Cooldown: passive]
4th Skill: What's Mine is Yours – Any damage or status impairing effects used against Faye will return to the user, suffering the same amount of damage or stun/paralysis she does. This lasts for 4 posts. [Cooldown – 6 Posts]
5th Skill: Rejuvenate – As long as Faye has a wisp, she will continuously restore a small amount of health every two posts.[Cooldown – passive.]

Tier II
1st Skill: Revenge-o’-the-Wisp – Faye increases the damage of all fire related spells by a moderate amount. This lasts for 5 posts. [Cooldown – 7]
2nd Skill: Cleansing Wisp – Any status aliment Faye, her allies, or her party members suffer are dispelled and they become immune to crowd control effects for 3 posts. [Cooldown – 5 posts.]
3rd Skill: Against the Odds– With each enemy present on the battlefield, including summoned creatures and constructs, Faye's spells and damage resistance increase by a moderate amount. [Cooldown – passive]
4th Skill: Draconic Visage - Surrounding the sorceress, the wisps transform into a fearsome fiery display to resemble a violet dragon. The wisp dragon blows out a funnel of flame in front of it. Anyone caught in the flames will suffer moderate damage. Being burned by the flames will make the target experience an overwhelming sense of fear and despair. The fear will last for three posts. [Cooldown – 5 posts]

Tier III
1st Skill: Guardian Wisp Faye's wisps will detect and negate any auras in the area and will also protect her from being sapped by HP and MP absorbing effects.
2nd Skill: Fiery Cyclone Faye's wisps transform into fiery cyclones, leaving a wall of intense flames wherever they go. She can direct them wherever she likes and use them offensively or defensively. If struck by the cyclone, they will do severe damage. The number of tornadoes she creates depends on the number of wisps she has. Faye will continue to generate wisps even while this ability is active creating more cyclones in the process. The number of cyclones she can have out at once is 6. This ability lasts for 9 posts. [Cooldown 12]
3rd Skill: Deadly Counter Every time Faye is struck with an attack, her wisps will lash back, causing severe damage and increasing the enemy's cooldowns by 2. [passive]

Tier IV
1st Skill: My Will is my Own: Under the protection of her wisps and through the strength of her heart, Faye cannot be affected by charms or anything that involves manipulating her into doing or feeling anything against her will. Any negative effects stuns/lowered damage resistance/lowering dps...etc. will be reversed into a positive buff or in the situation of a stun, it would be ineffective. [passive]
2nd Skill: Purge: Faye removes all applied and passive buffs from her enemy and their allies disabling them from use 10 posts. [13 posts cooldown]

Tier V
1st Skill: Aether Rain: Faye calls down a storm of pure arcane energy over the battlefield, causing severe non-elemental damage to all enemies every post for the remainder of the topic. As a result, Faye can also choose to transform all her spells into non-elemental magic whenever she chooses while keeping the same effects(a non-elemental burn...etc.). This will also alter Revenge-o'-the-wisp's damage boost from fire to non-elemental.

For Dancing Lights: Understand that you can not feasibly force a person to submit to this. However, there are cases where individuals may be more influenced to look, given that you have the moon element. More experienced individuals may be able to recognize it for what it is and avoid it.
For Wisp Barrier, Nullify is a poor word choice. Edit that, please, to something more accurate.

3rd Skill: Magic Thief – The wisps approach the target in a friendly manner, tickling them as a distraction while they steal 5 points of MP to return to Faye. *Cost – 4 Wisps* [Cooldown – 10 posts]

At tier two, you may increase the effectiveness of Revenge of the Wisps to Moderate instead of small.

The most damage Maybe I'm a Dragon can do at tier two would be moderate under these circumstances.

All will quiver in fear before the great tickle attack. Haha. Okay, I reworked it a little to make it more reliable as well as the other skills that needed editing.

Yes. Whatever they can do to distract them. Those are just a few examples.

Base Ability: You can increase the radius of the explosions should you like. I'd say a range of 20 feet is acceptable, since you are limiting yourself to 3 little wisps
Tier One:
Faerie Fire: You can reduce the cool down to 4 posts.
Dancing Lights: You can lower the cool down by one and probably have the distraction effect enhanced, by have periodic, blinding lights try to distract the enemy as well.
Wisp Barrier: Gives this a duration and depending on what it is, you may be able to reduce the cool down accordingly.
Scorch: Could you please place a damage indicator? I noticed you said sap HP, but saying it deals continuous slight damage per wisp that is successful would be better. This too, can have a cool down of 3 or 4 posts.

The only problem with the base ability is can't ignore immunities to stuns and reflect is an absolute
