Alyx is the position of Mayor of Traverse Town, meaning she retains the full rights to change whatever aspect about Traverse Town as she wishes. She retains complete control over the world and has a large militia force throughout all five districts, which she can direct however she wishes. The laws, customs and districts are able to change at her whim as she sees fit, and she is capable of building new districts and areas should she feel the need.
