Ability Description: Celia gathers an obscene amount of flames at the tip of her staff and launches it up high into the atmosphere. After a moment, a salvo of 30 comets will rain down on the field and target all opponents. The comets deal moderate damage per hit and explode to deal slight damage, within a 10 foot range of impact. Celia has the choice to increase her damage and amount by adding more MP. Doing so bumps the comet count to 60 and the comets now deal severe damage per hit, with the explosions now dealing moderate damage.

Should she have gathered all of the flames necessary into the staff, then yes, even if you knock it form her hand, the flames still launch towards the sky.
