Wind Dancer

Chi passively manipulates the air around her to substantially increase her movement speed as well as manipulate the movement speed of anything near her. This includes and weapons, whether thrown/shot as well as what she is swinging. This passive ability is invisible to anyone who cannot see magic at work, but can be felt when they are subject to the ability, or are close proximity to Chi. She is able to manipulate the speed of others, including her opponents by reversely affecting their speed.

Tier One
1st Skill:
Burst
Using her Wind Dancer, she can severely increase her movement speed in short bursts. This can be used in a variety of ways, including prevention from injury of a long fall, blinking a short distance of up to 5 feet, or dodging the ability of an enemy. Inversely, it can be used to blow away small projectiles which are not assisted by wind magic of their own. The bursts of wind can only be used in succession, and only in one direction. Chi is unable to guard both her front and back from projectiles simultaneously. She can use burst up to 3 times per post.
2nd Skill:
Back to the Wind
Chi is able to passively modify her movement speed with a moderate increase. The increase ramps up the longer she remains in the same direction, up to double the buff over 30 feet. At tier one, this movement speed can be increased starting at 30, and up to 50% after 30ft of the same direction. Burst can be combined with this ability, but only with aiding her movespeed. It cannot be used in conjunction to deflect projectiles.
3rd Skill:
Dead Weight
Chi can create a hindrance to her opponent by applying a reversed draft of wind in any direction her enemy is going. The wind simulates a 20% increase to the opponent’s weight, marginally slowing them down, as well as effecting their vision. Dead Weight can be negated by becoming stationary. The cooldown on this ability is X, where X is the amount of posts it is used for, and then multiplied by the amount of opponents.
4th Skill:
Swift Edge
Passively, Chi can alternately increase the movement of her weapons rather than herself. She can moderately increase the movement of a weapon swung, shot, or thrown. This cannot be used in conjunction with Back to the Wind at this level. It however, can be used with burst for additional momentum.
5th Skill:
Whispering Wind
Technically not a targeted ability, Chi is able to sense the changes in the wind/air at Tier 1. She is able to sense movement that alters the movement of her wind at a very large range. She is unable to identify any details about the person or thing moving at this level, but she can sense movement in general.
Tier Two
1st Skill:
Vortex
Chi is able to glide long distances in one direction. The longer she maintains momentum, the faster she can go. The gust she creates behind her disrupts the air in a vacuum, and will obstruct any projectiles including arrows and tier 1 magic spells 20MP and lower (not including Earth spells). This does not cancel the spell, but its trajectory will severely change.
2nd Skill:
Void
Chi can create a vacuum in a moderate range around her where she removes the air in a circle around her. Fire cannot survive in this void and will immediately extinguish. It will also cause a short silence to anyone in range as well as a short period of asphyxiation.
Lasts 1 Post.
Cooldown is 5 Posts.
3rd Skill:
Back to the Wind (Tier 2)
Increases the effectiveness of Back to the Wind by 100%. Can now be used in conjunction with Burst to defend by abruptly changing directions. The distance to max buff is cut in half.
Max Speed buff:100% (Doubles her speed)
4th Skill:
Gravity Bending
Chi develops the ability to bend small circumstances of space, such as bending or altering gravity of objects/herself/others. Her influences are enough to throw off spells as well as accuracy of any targeted abilities where she can affect its mass. Can be used up to 3 times in one post in burst or can be used once continuously for up to 3 posts.
Cooldown is 1 post.
Tier Three
1st Skill:
Vertigo
Chi can created a high pressure in her opponent’s equilibrium/ear canal that causes nausea and disables their agility by 25%. Prolonged exposure to Vertigo will eventually cause dizziness, vomiting, and balance loss. Can only be used on one enemy at any one time.
Lasts X amount of posts. (variable)
Cooldown is X, where X is the amount of posts.
2nd Skill:
One With the Wind
Chi can now travel nearly instantaneously from one location to another as long as there is air. She is not intangible during this movement and can still receive damage. Can be used up to 3 times per post. This ability does not work in worlds such as Atlantica, any Corridor/Realm, Deep Space, or any world made up of Data. (Replaces Bursts blink.)
3rd Skill:
Tether
Grants Chi flight. Flight is affected in the same way as Back to the Wind. Chi can untether herself from the world’s gravity and tether to other objects in conjunction to increase her agility and speed in flight. Tether can also be used on other objects/terrain to cause gravity traps and inverted battlefield. With tether, Chi is able to walk on ceilings, walls, and floating objects affected by Tether.
She can feel your presence, for the wind keeps no secrets...

Raise the Cooldown on void to Five.
Gravity Bending needs a cooldown.

And thanks, haha. Honestly, I wasn't sure what I was doing for most of it, so let me know if some of it is weaker than it should be. I'm still working to understand the power structure and capabilities of this site.

Since it's a Tier 2 skill, I'd say raise the cool down for Gravity Bending to 3 posts.
