Accomplishments: Was previously the Underlord.
Plans: To make the Underworld/Olympus great again.
Government: Quasi-Democracy, actually a Monarchy-type situation.
Reasoning: When Shirou was originally granted the leadership of the whole world, though he only chose to exert his power over the Underworld specifically, as he was "officially" the new Underlord to replace the previous AWOL god.

Timeskip: Olympus Coliseum was attacked by a titan and was barely fended off, though the city was left in ruins. Shirou felt responsible as the whole world was under his domain, and he failed to defend it properly and efficiently. He decided to pour forth all of his efforts to rebuilding the city and modernizing the society. He introduced new technologies, such as medicine and electricity, which drastically improved the health as well as the economy, as new jobs were created. However, Shirou also wanted to preserve the appeal of the world. While he introduced cellphones, modern medicine, and motorized vehicles, he made sure to avoid introducing any new type of entertainment, unless it was accentuate/improve the coliseum (televisions have been introduced, but are only available in public places and not for sale). He also made sure to avoid industrialization, as to not destroy any homes to mythical creatures or shrines to the gods. There were some hiccups along the way. One was an issue with Shirou breaking his own rules about death, which resulted in locking the rules in place, so that not even Shirou can bend them. Ultimately, the world of Olympus is shiny and new but the same at it's core, with the culture preserved.
