Sleep generates water for abilities at no cost. He can summon as much as he needs, as defined in the skills. He is a master of water by default; meaning he can control more than just water created specifically by him. Because of his connection to water, he can naturally breathe under it. If he loses limbs, he can recreate them by adding water to his body. His swim speed is also treated one tier higher at all times.
Base Ability Cool Down: Passive




Tier One

Essence: Sleep becomes intangible by turning his body into liquid water.  The duration is up to two posts, but he can cancel it earlier if he needs to.
Cooldown: 2

White Water, Rushing Ravine: Strike with a large wave of water, the water becomes pressurized to be as sharp as a sword in cutting power, however this skill shreds, rather than slices. Ripping and tearing instead of generic cutting.
Cooldown: None.

Lake Knives: Two daggers of constant flowing water, take shape within Sleep's hands, they can be extended using more water, and are pressurized to be as sharp as real daggers.
Cooldown: None.

White Water, High Mountain: A Powerful torrent of rushing, pressurized waves, lifts an creates a light blue wall that disengages foes and is hard to break through. Even if a spell managed to pierce, it's highly likely the spanning torrents would knock ranged assaults an even magical projectiles off course (unless of high magical tier). Meanwhile, most melee combatants. (Unless of high tier or obvious strength) will find it very difficult to bust through the shield at close range as well. It lasts the duration of the post used, and the opponent's next oncoming post. It reaches fifteen feet high, and teen feet in width, completely barricading Sleep from his attackers.
Cooldown: 2

Waverider: Sleep can walk, run, or ride on waves of water.
Cooldown: None.

Tier one can have one effect loading then up with too many effects at the moment.

I removed the extra passives from the skills and applied them to the base ability, I hope that's alright by you.
