Arctic Wasteland

Ability Description:
First, Zihark wills the weather around him to change, calling on the clouds to surround the area and develop the beginnings of a man-made blizzard. The snow will immediately begin to fall, but it won't reach its max potential for a full post. In full effect Zihark's Arctic Wasteland will become a treacherous battlefield. Gale force winds will impede your every movement. The temperature will drop drastically, numbing your body.
Gale-force winds torment the area, reaching speeds of up to 50mph (80km/h), limiting the mobility of every individual in the storm. The winds are random, and at no ones control. The wind is scattered and unique, unlike natural wind, these will not travel in similar directions.
The snowfall is thick, heavy and consistent, limiting eyesight. Ice and snow will blanket the area very quickly. Any unconscious party could find themselves buried under piles of slush and ice. Visibility is limited to around 20 feet on average, but eyesight can play a factor. It is possible for those with hawklike eyesight to increase their eyesight to 40 feet.
The snowfall is so heavy, and the winds so powerful, that temperatures can reach up to the extreme temperature of , -50*C (-58*F). This will numb your body making every movement awkward and sluggish.
The spell and its effects are permanent, unless Zihark is knocked unconscious, or Zihark wills the chaos to stop.
This spell can be double-cast to increase only the area of effect. For instance, Traverse Town's District 2 could easily be covered with one casting, however The Great Maw could take 2 or 3 castings to cover the vast area.

Even with T5 magic and ice as a primary?
I was under the impression that characters were more powerful than that. So I was just double checking.

Changing an environment to this extent is pretty costly, considering both distance and duration. Plus, since MP regenerates once you hit zero, the value is lesser than before.
You're free to haggle a lower cost, but it'll be around 100 regardless.
