I know it's Bind. I like the effect. Sue me.
An incredibly powerful spell, lost to the ages of time. The victim loses knowledge of all of their abilities. Terra may cast the Addle effect on a single enemy (player controlled) character. The Addle effect lasts the entire thread, disabling any and all passive abilities or effects.

Sorry to intervene here, but there are some problems with this.
With how this is, this seems more like a spell of Nothingness rather than of Light.
In addition, the Addle effect would have to be another spell. T1 MAG people aren't able to have multiple effects in their spells.

It's just one effect. It doesn't deal damage. It just removes passive effects. That's what the spell does. Nothing else.
I can change the elemental aspect of it, if it bothers you that much.

If you want to use Nothingness, it will more expensive to use.

It's just flavor text, no worries. I didn't realize that would get confusing, but I suddenly realized all my other spells are pretty much to the point.
I can up it to 130 and change it to nothingness if that seems more logical/fair.

You can keep it the same price if you change it to Nothingness. However, this shouldn't able to affect people that has a higher MAG tier than you (or would END be more appropriate?).
Edit: Actually, thinking about it, at this price, it could also lock people of T2, as well. You could lower the price by 30MP if you want a cheaper alternative for only affecting people of the same tier.

MAG might be more appropriate, given that most passives stem from spells and abilities.
The spell itself is more of a psudeo-silence effect than anything...I wouldn't put it specifically under nothingness since it's not really removing the skills themselves so much as it is just stopping them.

For some reason, I thought you had Light as a heart element. Which is weird because I distinctly remember reading your elements. My bad.
Anyways, this can easily be a Darkness spell, since Darkness does Silence. You could lower it to 30MP~ to affect people of the same tier, or 50MP~ of people one tier higher.
