When describing an ability or attack, numbers are not used to evaluate the strength of an effect or damage. Instead, something called modifiers are used. There are four main modifiers and three categories of each of those modifiers, resulting in twelve total modifiers. They are listed before.

Low Minor | Moderate Minor | High Minor
Low Average | Moderate Average | High Moderate
Low Major | Moderate Major | High Major
Low Extreme | Moderate Extreme | High Extreme

Modifiers are not solely restricted to that exact terminology and can be changed, as long as they can be related back. Please keep in mind that you want to be clear as possible, as if there is a confusion, the staff will decide based on their own judgement. Some examples are below:

Low: Slight, Minor, Little
Moderate: Average, Normal, Decent
Major: High, Severe
Extreme: Massive, Incredible

As you can tell, there are some terms that are interchangeable, but it will be always taken as the category being first and the main modifier second (ex: Minor High = Low Major).

An all-out physical hit with no augmentations at T5 deals approximately major damage to somebody with T5 endurance with no augmentations. This is also equivalent of an 100MP spell that deals pure damage and does nothing else (once considering range, speed, type, and other facts, this cost will naturally change considerably).
