Skills, Spells, Summons, and Synthesis Items are all abilities distinctly different from each other. For the most part, there should be no overlap in the different abilities, so a Skill should never seem like a Spell and vice versa. However, due to the natural versatility of member's creativity with the loose restrictions, there are bound to be resemblances between abilities and this will be judged on a case by case basis.

There will be rules posted about what a certain ability can and cannot do. However, these are not set in stone and are only meant to guide members to easily create abilities without having to make major changes throughout the approval process. They shouldn't be considered the absolute ruling and shouldn't be relied completely on. The requirements of an ability can change by the judgement of the staff members facilitating the approvals at the time. Because of the frequency of approvals, the rules will not be consistently updated. If you find an inconsistency between the previously established rules and something a staff member is saying, the staff member's word overrules the former. You can also take that opportunity to rewrite the change in rulings and send it to the staff, so they can change it faster.
