I assume you referring to the water that would be in a some bodies body that helps them tick

Yeah, thats why it coats his hands. He has to physically hit them. Also why this part was in it: "This causes his next two physical attacks to blah blah blah"

Okay please explain how exactly someone's vibrating blood is going to cause more damage

As well for something like this I feel as though you would need to grip them not just simply touch.

First of all, it does not vibrate just blood. It vibrates any aqueous liquid within the body, which includes stomach acids, saliva, urine, etc. It essentially turns the body into a giant tuning fork, with the intensity of it causing a good deal of internal damage.

Making it grip makes the spell pointless, as it's meant to be used in conjunction with unarmed combat, to supplement.

If it's doing all this for the low cost it has im not seeing a simple "touch" causing all this hence why I'm saying tyler would have to grip the opponent.

As for the touch bit..this spell acts most closely to an amplifier blasting sound through liquid. It takes the force that he would have applied to a single point, and instead makes that force act upon the squishy bits of the anatomy by targeting the liquids thàt fill most of the body, damaging those squishy bits through constant intense movement. The liquids in the body are all aqueous after all, so using the power to manipulate water to send a shockwave through those liquids essentially emulates the effects of infrasound on the body, granted, those effects are much more serious than what this spell is capable of dishing out.
